Track D
The financing needs for the development of new road infrastructure are growing, while at the same time the maintenance of the existing primary highway network requires major interventions in order to comply with their role to enhance mobility of people and goods. With governmental spending limited, different approaches in project finance shall be explored. Financing alternatives involving public or private partners through different contractual forms, such as Concession Contracts and PPP’s are gaining ground. Congestion pricing to promote reliability and efficient use of the transport system, distance-based pricing to address declining motor fuel tax revenue, safety considerations on priced roads, and how pricing and financing decisions contribute towards net zero emissions goals to meet the global climate imperative are methods to address the growing needs of the motoring public.
